Expanding Access to Organizational Workforce Protection Standards in Trauma-Exposed Public Safety Environments
The FRBH Access Fund is a restricted organizational support initiative designed to support eligible public safety organizations seeking alignment with the FRBH National Standard where financial or structural limitations affect organizational readiness to implement workforce protection systems designed to manage occupational psychological hazard exposure.
FRBH recognizes that organizational workforce protection readiness should not be limited solely by agency size, geography, or resource availability. The Access Fund exists to help expand access to nationally consistent workforce protection standards across diverse public safety operational environments.
Purpose
The Access Fund exists to expand access to nationally consistent organizational workforce protection standards across trauma-exposed public safety environments.
The Fund supports eligible organizations facing financial, operational, or structural limitations that may restrict implementation of governance-embedded safeguards designed to address occupational psychological hazard exposure within the workforce.
The Access Fund is intended to:
• Reduce financial barriers to standards alignment and accreditation readiness
• Support smaller and resource-limited organizations
• Advance nationally consistent workforce protection safeguards across jurisdictions
• Promote structural durability and continuity of organizational safeguards over time
Eligibility
Access Fund consideration is available to eligible public safety organizations operating within trauma-exposed environments that demonstrate financial need, limited structural capacity, or operational resource constraints affecting standards alignment readiness.
Organizations seeking consideration may apply through documented FRBH Access Fund processes and eligibility procedures.
Eligibility determinations are rendered in accordance with established FRBH governance, financial oversight, and Access Fund policy.
Prioritization
FRBH recognizes that occupational psychological hazard exposure exists across trauma-exposed public safety professions and operational environments.
In administering the Access Fund, FRBH may prioritize organizations operating in environments characterized by elevated exposure frequency, severity, or cumulative exposure burdeb where financial or structural limitations affect workforce protection readiness.
Prioritization determinations are governed through documented FRBH policy and do not exclude other eligible organizations from consideration.
Award Considerations
Access Fund determinations may consider:
• Organizational size and structural resource capacity
• Demonstrated financial or operational need
• Commitment to standards alignment
• Organizational readiness for implementation
• Ability to sustain workforce protection safeguards over time
Support is limited and subject to available funding, governance review, and formal approval processes.
Access Fund support is discretionary and does not constitute an entitlement, guarantee of accreditation, or guarantee of future funding.
Permitted Use of Funds
Access Fund support may not be transferred, reassigned, or applied outside approved organizational workforce protection activities.
Access Fund support may be applied toward:
• Standards alignment preparation activities
• Accreditation-related review and readiness activities
• Technical assistance associated with organizational implementation readiness
• Organizational workforce protection infrastructure development associated with standards alignment
Access Fund support is not provided for clinical services, individual treatment, healthcare delivery activities, or direct clinical care.
Oversight & Structural Separation
The Access Fund operates under formal governance oversight and is subject to documented financial accountability, conflict-of-interest safeguards, and structural separation requirements.
Access Fund administration, funding determinations, accreditation review activities, and accreditation decision authority remain structurally separated to preserve impartiality, governance integrity, and accreditation independence.
Receipt of Access Fund support does not influence accreditation determinations, accreditation outcomes, or accreditation status.
Funding Sources
The Access Fund is supported through philanthropic contributions, grants, and designated charitable donations restricted exclusively to Access Fund purposes in accordance with FRBH governance and financial oversight policy.
