Supporting Access to National Responder Behavioral Health Standards

Across the United States, public safety organizations increasingly recognize the need to protect their workforces from chronic, cumulative occupational trauma. Resource constraints, however, can limit some agencies’ ability to align with nationally consistent responder behavioral health system standards.

This can result in uneven adoption of system-level protections, where access to national benchmarks is influenced by organizational capacity rather than operational risk.

The FRBH Access Fund addresses this gap by translating philanthropic contributions and mission-aligned partnerships into structured support for accreditation access and standards adoption for eligible public safety organizations.

About the FRBH Access Fund

The FRBH Access Fund is a charitable initiative created and administered by the American Board of First Responder Behavioral Healthcare (FRBH), a nationally organized 501(c)(3) public charity.

The Fund supports participation in FRBH accreditation and adoption of nationally consistent, system-level standards by organizations responsible for trauma-exposed workforces.

The Access Fund is operated exclusively for charitable and educational purposes consistent with FRBH’s mission to advance public safety workforce protection through accountable, system-based standards.

All Access Fund resources are governed, allocated, and overseen by FRBH in accordance with its independent governance structure, ethical safeguards, and public-interest accountability obligations.

Charitable support does not influence standards development, accreditation criteria, evaluation processes, or accreditation outcomes.

Contributors to the FRBH Access Fund do not participate in accreditation reviews, evaluations, or decision-making related to supported organizations.

Receipt of Access Fund support does not guarantee accreditation and does not modify accreditation requirements or review outcomes.

How the Access Fund Works

Contributions Support Access — Individuals, foundations, and mission-aligned partners contribute to the FRBH Access Fund.

FRBH Allocates Support — FRBH reviews applications and allocates resources through a transparent, standards-based process informed by demonstrated need, organizational readiness, and alignment with FRBH national standards..

Systems Strengthen — Eligible organizations receive support to pursue alignment with the FRBH National Standard—strengthening system accountability, consistency, and long-term durability.

What the Access Fund Supports

Accreditation Access — Partial or full support for FRBH accreditation-related costs for eligible public safety organizations.

Standards Adoption Support — Assistance to help under-resourced organizations develop or strengthen the system-level infrastructure required to meet FRBH accreditation requirements.

Organizational Engagement — Support for leadership engagement and organizational awareness activities that reinforce institutional responsibility for responder behavioral health protection.

Eligibility

The FRBH Access Fund prioritizes organizations serving communities where responder behavioral health systems are under-resourced or limited in capacity.

Support is typically directed to:

  • Public safety agencies with limited behavioral health budgets

  • Rural, volunteer, or high-risk departments

  • Small or under-resourced jurisdictions

  • Nonprofit organizations supporting responder systems and families

Applications are reviewed based on demonstrated need, organizational readiness, and alignment with FRBH national standards.

Recognition Circles

The FRBH Access Fund recognizes contributors through the following categories:

  • Guardian Circle ($50,000+)

  • Champion Circle ($15,000-$49,999)

  • Advocate Circle ($2,500-$14,999)

  • Friends of FRBH ($1-$2,499)

Recognition reflects philanthropic support only and does not confer influence over standards development, accreditation decisions, or evaluation outcomes.

Scope Clarification

The FRBH Access Fund:

  • Supports accreditation and system-level standards adoption only

  • Does not fund individual certification, licensure, or clinical services

  • Does not provide training, continuing education, or professional credentialing

FRBH operates exclusively as a national standards-setting and accrediting authority for responder behavioral health systems.

Access Fund activities are administered in accordance with applicable nonprofit, accreditation, and public-interest standards. Contributions are tax-deductible to the extent permitted by law.
