Dr. Kalim Wigfall, DBH, MHA, CEAP

Dr. Wigfall is the Founder of the American Board of First Responder Behavioral Healthcare (FRBH) and the creator of Sustained Functional Resilience™ (SFR), a systems-based framework that advances organizational accountability, prevention, and long-term durability in trauma-exposed work environments. He holds a doctorate in behavioral health and is widely recognized as a behavioral health systems architect, designing enterprise-level approaches to workforce protection across federal and military operational settings.

Dr. Wigfall has held senior leadership roles spanning federal service, military health administration, and national workforce well-being initiatives, leading complex programs at the intersection of policy, operations, and behavioral health strategy. A retired U.S. Coast Guard officer, he previously oversaw military Employee Assistance Programs (EAP), work-life services, and TRICARE managed care operations, with earlier unit-level leadership in maritime law enforcement boarding operations and port security.

His work through FRBH reflects a career-long focus on designing durable systems that shift behavioral health from individual responsibility toward organizational accountability.
