Elisa Kirkhorn
Elisa Kirkhorn is a senior federal growth and business development executive with deep expertise advancing mental and behavioral health systems for military members, first responders, and the federal civilian workforce. She currently serves as Chief Growth Officer at Magellan Federal, where she leads enterprise growth strategy across a multi-billion-dollar pipeline delivering mission-critical services in highly regulated federal environments.
Throughout her career, Elisa has partnered closely with federal agencies and national stakeholders to expand access to evidence-based mental health, employee assistance, and whole-person readiness programs. Her leadership spans executive roles within the private sector, where she has helped build and scale some of the largest federally sponsored behavioral health and work-life programs in the country. Prior to joining the private sector, she held positions at the U.S. Securities and Exchange Commission and the White House.
Elisa serves on the Executive Board of the American Board of First Responder Behavioral Healthcare, supporting its mission to establish nationally consistent, system-level standards that strengthen accountability, readiness, and long-term behavioral health outcomes across the public safety profession.
